Waste Management - Scam charges

Waste management started charging admin fee. You don't have to pay for this fee if you enroll in paperless invoice and autopay.
So I enrolled in both. However, I continue to get charged for the fee. I contacted waste management, they say that on the system, it is not showing that I have enrolled in paperless. I have unenrolled and enrolled back.
Another invoice came, I got charged the admin fee again. The system is still showing that I am not enrolled in paperless.
Why should customer pay for their system error? This is unacceptable and poor reputation of the company.
